MOFA (Ministry of Foreign Affairs)
The apostille that makes your documents valid for use outside Pakistan.
MOFA Attestation: step-by-step procedure
Once your certificates have cleared the board, IBCC, and HEC (as applicable), the final domestic step before your documents are ready for Germany is attestation by the Ministry of Foreign Affairs (MOFA). This is the stamp that makes your documents valid for use outside Pakistan.
What is MOFA attestation
MOFA attestation โ now issued as an Apostille under Pakistan's move to the Hague Apostille Convention โ is the government's final confirmation that your educational documents, already verified by IBCC or HEC, are genuine and legally usable abroad. Since Germany is also a member of the Apostille Convention, this apostille is generally what foreign authorities and universities there will recognise, which is why getting it right at this stage matters.
Official portal: apostille.mofa.gov.pk
Before you start: prerequisites
MOFA will not accept a document unless the correct prior attestation is already on it:
- School-level documents (Matric, Intermediate, diplomas) must already be attested by IBCC.
- University degrees (Bachelor's, Master's, PhD) must already be attested by HEC.
Skipping straight to MOFA without one of these will get your application rejected at the counter.
Step-by-step attestation process
Step 1: Register on the apostille portal
Sign up for an account on MOFA's dedicated apostille platform. You'll need your CNIC and basic personal details to create your profile.
Step 2: Book your appointment
Schedule an appointment slot through the portal. MOFA is strict about this โ your documents will only be processed on the exact date and time of your scheduled appointment, not before or after.
Step 3: Choose your office
You can attend the main MOFA headquarters in Islamabad (near the Diplomatic Enclave) or a camp office in Lahore, Karachi, Peshawar, Quetta, or Gujrat โ pick whichever is closest and has appointment availability.
Step 4: Attend your appointment and pay the fee
Bring your original IBCC/HEC-attested documents and photocopies. Staff will generate a payment challan on-site for you to pay before processing continues. MOFA's own published fee for personal and educational documents is Rs. 3,000 per document, but fee schedules are revised without much notice, so confirm the current rate on the portal before you go.
Step 5: Document review and verification
Consular staff examine your documents against your token number, scan them, and forward the scans for verification against the issuing authority's (IBCC's or HEC's) records.
Step 6: Apostille printing and attachment
Once verified, the apostille certificate is printed and physically attached to your document.
Step 7: Collect your documents
Completed documents are handed back to you, often the same day or within a couple of working days depending on the office and workload at the time.
โ ๏ธ A tip on avoiding the postal service
As with IBCC and HEC, go in person rather than relying on courier or postal submission. Your original degree and certificates are irreplaceable at this stage of the chain โ a lost package here means going all the way back through IBCC or HEC for fresh attested copies before you can even try MOFA again. An in-person appointment keeps your documents in your hands the entire time.
