Step-by-step attestation of your Matric and Intermediate certificates.
IBCC Attestation: step-by-step procedure
Before your educational documents can move forward in the attestation chain toward MOFA and the German embassy, they need to be attested by the Inter Boards Coordination Commission (IBCC). This is the body that verifies your Matric, Intermediate, and in some cases degree-related certificates against your board's official records.
What is IBCC attestation
IBCC attestation is an official verification that confirms your educational certificates and marksheets are genuine and match the records held by your respective education board. It's a mandatory step for students planning to study abroad, including those applying for a Master's program in Germany, since it forms part of the document legalisation chain required before the German mission will accept your credentials.

Step-by-step attestation process
Step 1: Get verification from your own educational board first
Before IBCC will touch your documents, they must already be verified by the specific board that issued them (e.g. BISE Lahore, BISE Karachi, Federal Board). This is a mandatory prerequisite, not optional:
- If your board is connected to the IBCC Attestation Portal's online system, you can generate and print the online verification for your certificate directly.
- If it isn't connected, you'll need to apply to that issuing board separately for a document verification letter/stamp before proceeding.
You must have this board verification in hand (a printed copy) before you can submit anything to IBCC โ appointments booked without it will run into trouble at the counter.
Step 2: Register on the IBCC attestation portal
Create an account on the official IBCC attestation website. You'll need a valid CNIC or B-Form number and an active mobile number/email to complete registration.
Step 3: Fill in your application details
Log in and complete the online application form with your personal details, educational information, and the list of documents you need attested (certificates and detailed marksheets).
Step 4: Choose your submission mode
IBCC offers three ways to submit your documents:
- Appointment (morning service): book a slot at one of six centres โ Islamabad, Lahore, Karachi, Bahawalpur, Quetta, or Peshawar โ and visit in person with your original documents.
- Express evening service: available only in Islamabad and Lahore, walk-in from 5:00 PM to 9:00 PM for faster same-visit processing.
- Courier submission: send your documents via Pakistan Post, Leopard, M&P, or TCS to the IBCC office. Processed documents are returned by courier to the address on your application, typically within 7โ15 working days depending on the source.
Step 5: Pay the attestation fee
Fees can be paid two ways:
- Online through the 1Bill system, or
- by downloading a challan form and paying at the nearest UBL bank branch.
IBCC's own published rate for regular attestation is Rs. 1,200 per original certificate โ so Rs. 2,400 to cover both your Matric and Intermediate certificates. Express service, where offered, costs more: Rs. 3,000 per original document, Rs. 1,500 per photocopy. Rates are revised periodically, so confirm the current figure on the official portal before paying.
Step 6: Submit your documents
Depending on the mode chosen in Step 4, either visit the office with your original documents, photocopies, CNIC copy, board verification printout, and payment receipt โ or courier everything to the IBCC office along with the printed application form.
Step 7: Collect or receive your attested documents
For in-person appointments, IBCC will tell you whether your documents are ready the same day or the next working day. For courier submissions, attested documents are mailed back to your given address.
โฑ๏ธ A tip to save yourself from queues
Pay your fee online through 1Bill rather than standing in line at the bank to pay via challan. Once you've paid, save the payment slip or transaction confirmation immediately โ take a screenshot or download the receipt. Having that proof on hand avoids delays or disputes at the counter, and means you don't have to wait in a second queue just to sort out payment confirmation on the day of your appointment or courier submission.
